Seefar is seeking an experienced Safety, Security and Risk Advisor to support in the implementation of a Livelihood Hub in Kabul, Afghanistan. The aim of the Livelihood Hub is to help returnee migrants reintegrate society through behavioral and livelihood training that pays specific attention to the psychosocial elements of return as well as its economic dimensions.

Seefar has a track record for delivering research, consulting, program design and evaluations and strategic communications projects in a number of countries, including on migration and human trafficking issues. 

Seefar is seeking a senior Safety, Security and Risk Consultant to develop the Seefar’s Livelihood Hub safety and risk mitigation plan, security plans, and a security training for our project beneficiaries. The role demands a mature, intrinsically motivated person with extensive experience working in Afghanistan. 

Salary: 5500 USD for the duration of the contract.

Deliverables and Timeline

The assignment will commence beginning of December 2022 and is expected to be completed within 31 days of the contract signing.

First set of products: A risk register for the project in adherence with Seefar’s risk register guidelines. 5 days after contract signing
Second set of products: 
– Recommendations of steps to be taken to strengthen the Livelihood Hub’s security.
– Draft comprehensive security plans including detailed steps to be taken in case of an emergency.
– Draft a security training package, including a PowerPoint presentation and training manual, that the project staff can deliver to the project beneficiaries upon enrollment.
15 days after contract signing
Third set of products:
– Final security plans including detailed steps to be taken in case of an emergency.
– Final security training package, including a PowerPoint presentation and training manual, that the project staff can deliver to the project beneficiaries upon enrollment.
30 days after contract signing
Fourth set of products: Training of trainers for the Afghanistan Country Director and project staff, to prepare them to deliver the security training to the project beneficiaries.31 days after contract signing

An Excellent Candidate

To excel in this role, you will need: 

  • A strong understanding of Afghanistan’s current socio-political and security context.
  • Fluency in written and verbal English.
  • At least 7 years experience working in the security field, with demonstrated experience in:
    • Developing risk registers and security plans for organisations based in Afghanistan.
    • Designing and implementing security training for program beneficiaries.
  • Have the ability to travel to the Livelihood Hub in Kabul.
  • A network of credible security resources based in Afghanistan.

    • Developing risk registers and security plans for organisations based in Afghanistan.
    • Designing and implementing security training for program beneficiaries.
  • Have the ability to travel to the Livelihood Hub in Kabul.
