Digital Platform for Migration Outreach and Engagement

1. Project Background
Seefar, under the SAFE-MIT initiative funded by ICMPD through MMD III, is implementing interventions in Nigeria, Senegal, Morocco and Kenya to improve awareness of safe migration pathways, reduce irregular migration risks, and strengthen the capacities of local stakeholders.
To achieve these goals, Seefar seeks to contract a qualified vendor to design and develop a digital platform as a trusted, scalable tool for migration-related communication, content hosting, and reporting.
2. Objectives of the Platform
The platform will:
- Provide multilingual, accessible, and reliable migration information.
- Serve as a repository for multimedia campaigns (audio, video, graphics, and written content).
- Offer structured training and resource modules for educators.
- Enable monitoring and analytics to capture reach, usage, and impact indicators required by ICMPD reporting.
- Strengthen the capacity of local actors by giving them access to relevant digital resources.
3. Scope of Work
The selected vendor will deliver:
- Platform design and development
- A mobile-first, responsive platform optimised for low-bandwidth contexts.
- Multilingual support (English, French, Arabic).
- Simple, user-friendly CMS for the project team to update content regularly.
- Core functionalities
- Information Hub: A structured library of safe migration information, guidance, and referral pathways.
- Campaign Hosting: Dedicated sections for multimedia campaigns (video, audio, infographics).
- Training/Resource Modules: Downloadable or streaming training content for NGOs, community mobilizers, and partners.
- Analytics Dashboard: Tools to track content usage, traffic sources, and geographic reach.
- Security and compliance
- GDPR compliance and adherence to ICMPD data standards.
- Secure hosting and role-based access for different users (admin, content managers, partners).
- Capacity building and handover
- Training for Seefar staff and partners on platform use and content management.
- Delivery of user manuals and technical documentation.
- Provision of a post-deployment maintenance and support plan.
4. Deliverables
- Month 1: Prototype platform with design mockups.
- Month 2: Beta version with content upload and campaign sections active.
- Month 3: Fully functional platform with training modules and analytics.
- Final: Handover package, staff training, and support agreement.
5. Vendor Qualifications
Vendors must demonstrate:
- Proven experience in platform development for humanitarian, migration, or development projects.
- Expertise in mobile-first, multilingual solutions adapted to African contexts.
- Strong capacity to ensure compliance with EU and African data protection standards.
- Ability to deliver within tight timelines of donor-funded initiatives.
6. Proposal Requirements
Proposals must include:
- Profile and portfolio.
- Technical proposal with design and implementation methodology.
- Work plan with milestones aligned to project outputs.
- Budget in EUR (inclusive of all taxes).
- References from at least two similar projects.
