The 5 Technology Levels

We use this framework to assess and guide digital engagement across the organisation:

Level 1 - Luddite

Avoids technology due to psychological barriers.

Needs encouragement and support to overcome tech resistance.

Level 2 - Tinkerer

Experiments occasionally but needs structured guidance.

Some curiosity exists, but hands-on support is essential.

Level 3 - Adopter

Embraces new tools and contributes to a positive tech culture.

These individuals try new platforms, automate basic tasks, and share tips across teams.

Level 4 - Pioneer

Actively explores and champions practical solutions.

They go beyond their team, introducing innovations and mentoring others.

Level 5 - Driver

Enterprise tech leader with comprehensive mastery.

Strategic thinkers who architect systems, lead digital change, and create scalable impact.

Our Current Strategy

We're moving forward, but we’ve identified common roadblocks:

  • Abandonment of tools after initial enthusiasm
  • Advanced skill barriers that block adoption
  • IT bottlenecks that delay delivery

So we’re responding with:

  • A new Digital Manager to streamline implementation
  • Requiring our Global and Programme teams to reach at least Level 3 (Adopter)
  • Expecting senior team members to build systems, not just use them – this means at least Level 4
  • Clearer performance expectations tied to digital maturity
