What Happens Before Migrants Get on Boats to Europe?

Good migration policy for destination countries certainly requires an understanding of domestic needs, but it also depends on the harder challenge of understanding the perspectives and practices of migrants. As Europe struggles to deal with tens of thousands of migrants crossing the Mediterranean by boat, the Migration Policy Institute has asked Seefar to contribute experience and insights into migration pathways to the southern shores of the Mediterranean. The analysis of patterns is designed to deliver new options for Europe, with initial conclusions in October 2014.
